CESAR GUADALUPE
Professor-researcher in the Academic Department of Social and Political Sciences, and director of Learning and Quality Assurance Management at Universidad del Pacífico. He is Doctor of Education (Ed.D.) and Master of Arts, Social and Political Thought, both degrees obtained at the University of Sussex (United Kingdom). He also holds a bachelor's degree and a degree in Sociology from Pontificia Universidad Católica del Perú. Currently, he is conducting research on the problems associated with cultural diversity in standardized school achievement tests. He has been elected Director of Publications at the Peruvian Educational Research Society (period 2017-2019) and, consequently, is the editor of the Peruvian Journal of Educational Research. He is also member of the Editorial Committee of the International Review of Education (period 2015-2018) and President of the National Council of Education of Peru (2014-2020). Between 2013 and 2016 he was non-resident Fellow of the Brookings Institution in Washington, D.C. Between 2001 and 2012 he worked as a UNESCO official where he led the program for measuring learning outcomes at its Institute for Statistics. Previously, he worked for nine years in establishing connections between policy questions and research design, as well as between research results and decision-making processes in the civil service in Peru.
