Professional Profile

Full-time professor at Universidad del Pacífico Academic Department of Engineering. He holds a Ph.D. and a Master’s in Management and Information Technology from Korea Advanced Institute of Science and Technology (KAIST, South Korea) and holds a Licentiate Title in Telecommunications Engineer from Universidad Nacional de Ingeniería (Peru).
He has completed specialized studies in Digital Television and Telecommunications at NHK Communications Training Institute (Japan) and at Shenzhen Association for Promoting International Economic & Technological Cooperation (China). He is experienced in information technology impact on society and regulatory matters in telecommunications. He has conducted various research projects on technology adoption and diffusion, information privacy and its impact on technology use, policies against the digital divide, technology user behavior, interconnection in the field of telecommunications, and radioelectrical spectrum management. He is currently preparing, together with a team of researchers, a study on complementary technologies and Internet use as a source of information in the e-commerce process.
He has been technical advisor to the Directorate of Telecommunications released by the Ministry of Transport and Communications. He was a member of the Technical Secretariat of the multisectoral commission responsible for recommending the Digital Terrestrial Television standard for Peru. He has served as independent consultant on telecommunications. On the other hand, he has served as guest reviewer for indexed journals such as “Telecommunication Systems” (Netherlands) and “Information Development” (United Kingdom). He is also a member of the International Journal of Knowledge and Technology Management’s (Spain) Editorial Board.
